The IIS is concerned mainly with improved regulation, expansion and sustainability of services in water and energy supply. The IIS draws expertise from the fields of engineering, economics and others according to need. The core areas cover policy, regulation, institutional frameworks and capacity building. The IIS has working relationships with the Graduate School of Business at the University of Cape Town and the Public Utilities Research Centre at the University of Florida in the USA on the delivery of regulatory courses.

Delhi sustainable development summit (DSDS)
Since its commencement in 2001, the DSDS has emerged as an important annual event, inspiring leaders and mobilizing public opinion on the objectives of the MDGs (Millennium Development Goals). The year 2008 will be crucial in the global response to climate change. By the beginning of the year, all dimensions of the climate change challenge would have become clearer as a result of the work of leading scientists from around the globe. The IPCC (Intergovernmental Panel on Climate Change) has already issued the first of its reports and, by November 2007, the complete Fourth Assessment Report will become available. It is against this backdrop that multilateral negotiations will proceed to define the global response to climate change. By the end of 2008, a breakthrough is required in ongoing multilateral negotiations in order to ensure that there is no hiatus between the first and second commitment periods under the Kyoto Protocol. The future of our planet hinges on the success or failure of efforts to promote global cooperation to mitigate and adapt to climate change.

Climate Change: An Interdisciplinary Inquiry

The purpose of this course is to understand why the current impasse in the negotiations and implementation of climate change measures has occurred and explore the various options proposed to escape from this situation. In so doing, we will examine carefully the detailed, transparent records compiled in recent years in this field to explore the developing roles of non-state organizations (non-profits, industry groups, the scientific community); the comparative strengths and weaknesses of national, regional and multilateral institutions in the design and implementation of environmental regimes; and the character of international negotiation processes and analytical methods used therein. In addition, we will explore in this particular context the meanings of emerging legal doctrines of international public environmental law, such as the right to sustainable development, the polluter pays and precautionary principles, the common heritage of mankind, and the common but differentiated responsibilities of nations.

The liberalisation of the electricity sector has been a very important development worldwide in the
past two decades, and is still an ongoing process in many transition countries. This course aims to
provide a thorough introduction to the most important economic issues surrounding the creation
and successful operation of electricity markets. Topics discussed during the first half of the week
include an explanation of relevant economic concepts, the characterisation of competitive and
oligopolistic markets, the dangers of market power abuse and the effect of the presence of

The objective of this e-learning training is to assist regulators to understand the importance of and teach them to develop an integrated monitoring activity within their Commissions. The accomplishment of the course will help participants: to understand the objectives, the scope and nature of as well as the limitations on the powers of ERC monitoring activities over the regulated companies (licensees); to learn best practices to select among the different procedures, forms and institutional settings of monitoring activities depending on the nature of the issue that drives an actual monitoring activity; to asses a basic knowledge on the methods aimed at monitoring a) the economic performance of regulated companies; b) service quality; c) electricity market operations and d) the environmental performance of regulated utilities; to learn to design an efficient monitoring and enforcement policy (plan) for the ERC. Erasmus Master Course on Economics and Management of Network Industries (EMIN)

This Erasmus Master Course has the objective of training highly qualified professionals, able to manage and regulate efficiently network industries and infrastructures, either in companies' staff, in consulting teams or in public entities like ministries, development or regulatory agencies.
The approach of the programme is: International, in terms of global representation of faculty and students; Interdisciplinary, covering engineering, economics, law, policy and finance; Integrated, relying on both teaching and research.
This Erasmus Mundus program will deliver a multiple diploma. Students will receive the diploma of each university where they have studied given the requirements of each University: the French Master of “Economics, Technology and Territory" degree, the Spanish Master “Electricity Sector” degree and the Dutch Master of Science in “Engineering and Policy Analysis” degree.
The Faculty of TPM is part of the Technische Universiteit Delft (TUD).
At present it offers one three-year Bachelor programme (in Dutch) and five two-year master of science programmes (in english), with the view of addressing the social, organisational and administrative aspects of complex technological problems.

Master of Science Engineering and Policy Analysis (EPA)

The EPA is an international programme offered in English that focuses on policy processes regarding large-scale technical systems for utilities management and industrial innovation.
It aims to provide participants with interdisciplinary knowledge and practical skills in areas such as problem structuring, systems analysis, policy and decision modelling and support, analysis of multi-actor networks, economics and management. Consistenly with the interdisciplinary approach, the Faculty includes mathematicians, technologists, economists, lawyers and social scientists.
The EPA is part of the Erasmus Mundus programme.
The FSR is a joint venture of the Council of European Energy Regulators (CEER) and the Robert Schuman Centre for Advanced Studies (RSCAS) in association with the European Commission, to create a platform for examining issues of European regulation, starting with energy sector. Activities involve workshops, training programmes and research on an evolving agenda. It is intended to embrace other regulated sectors in due course.

FSR Summer School on the regulation of energy utilities

A two week residential introductory course that reviews the basic theory of energy regulation with a special attention to the EU regulatory experience and it is open to staff of energy companies, energy regulators from around the world but also to university graduate, doctoral students and other stakeholders.
IIT is a research centre within the Escuela Técnica Superior de Ingeniería ICAI (ETSI ICAI) that aims to promote research and postgraduate training in diverse technological fields through participation in specific projects of interest for Industry and the Government. The IIT's Electrical Power Systems (SEE, Sistemas de Energía Eléctrica) Division is mainly oriented to topics related with energy and electricity sectors, especially generation, transmission and distribution of electrical power. This Division includes four technical areas: Bussiness and environmental management (GEM), Modelling, analysis and control (MAC), Planification and operation (PYO) and Regulatory and economics (RYE).
Máster en Gestión Técnica y Económica en el Sector Eléctrico (MSE)

The MSE is a one-year full-time programme in Spanish (part-time attendance is also possible). It is developed in cooperation with the ETSI ICAI and specifically the IIT. INFRATRAIN

The Center for Energy, Environment, and Economic Systems Analysis (CEEESA) is an organization of Argonne National Laboratory, a U.S. Department of Energy research and development laboratory operated by the University of Chicago. CEEESA specializes in the development of innovative methodologies, systems, and analytical tools that can be used for energy, economic, and environmental systems analysis and facilitate credible decision making. Introduction to the Energy and Power Evaluation Program (ENPEP-BALANCE)

This is an introductory course to the premier energy systems analysis software in use in over 80 countries Energy and Power Evaluation Program (ENPEP-BALANCE) that is developed by CEEESA with support from the U.S. Department of Energy (USDOE). Introduction to the Wien Automatic System Planning Package (WASP-IV)

An intensive series of lectures and hands-on laboratories will be used to introduce the foundational ideas of Wien Automatic System Planning Package (WASP-IV), the premier power systems expansion model used by utility planners, ministries, lending agencies, and research institutions around the world. Anyone with interest in power systems expansion planning and with limited to no experience in WASP should attend, in particular, strategic planners in energy companies or energy ministries, energy analysts, students or faculty with interest in long-term power market research and forecasts.
The CPU is a branch of the College of Business Administration and Economics at NMSU. It provides educational and research services to the energy, water, and telecommunications industries, and regulatory commissions. CPU energy-related activities include dedicated professional training courses and a forum of conferences and graduate degree programs.
The basics

The CPU annually offers these one-week courses on practical skills for the changing electric, natural gas, telecommunications and water industries. The primary audience of the courses is employees with less than one years’ experience in the regulatory arena and anyone wishing to obtain a basic understanding of the principles involved in the overall picture. Commissioners, economists, rate analysts, accountants, attorneys, public information officers, administrative law judges, consultants and consumer advocates will all benefit from the basic skill acquired in this training.
Electric Basics Follow-Up
Usually offered in January and February these two courses are designed to integrate its one-week Basics Course held in May and October. The one-week Basics Course cannot cover all pricing and regulatory issues facing practitioners due to the lack of time and this practical training will address rate design and regulatory issues.
The CSEM promotes research into energy markets, in California and around the world, and advances discussions of energy issues among researchers and policy makers through seminars, training and conferences.
Economic Fundamentals of Energy Regulation and the Environment
CSEM annually holds this one-day and half intensive training course in energy and environment regulation, specifically designed for professionals (private and public) working in the electricity industry.

Advanced Energy Economics Executive Education Course
This one-day course builds on the concepts taught in CSEM's "Economic Fundamentals of Electricity Regulation and Markets" course. Energy professionals with some economics training and who are interested in understanding the mechanisms and dynamics of hedging, real-time pricing implementation issues, and capacity markets and resource adequacy should attend. There will be four 90-minute sessions and a break for lunch. All the four sessions are interactive and student participation is encouraged.

Annual Michigan Forum on Economic Regulatory Policy

The two-day Executive Management Forum is developed by IPU in collaboration with the NARUC Staff Subcommittee on Executive Management. An intensive, two-day seminar for practitioners and decisionmakers seeking a rigorous survey of the latest legal developments in the electric industry. The course is designed for attorneys, economists, accountants, and engineers; commissioners, legislators and other governmental decisionmakers; managers of public and private entities; and others seeking an understanding of changes in federal electricity law.
PJM Interconnection is a regional transmission organization (RTO) that coordinates the movement of wholesale electricity in all or parts of Delaware, Illinois, Indiana, Kentucky, Maryland, Michigan, New Jersey, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, West Virginia and the District of Columbia. Acting neutrally and independently, PJM operates the world’s largest competitive wholesale electricity market and ensures the reliability of the largest centrally dispatched grid in the world.

The Public Utility Research Center at the University of Florida is an internationally recognized academic center dedicated to both research and providing training in utility regulation and strategy, as well as the development of leadership in infrastructure policy. The international program is an intensive, two-week course designed to enhance the economic, technical, and policy skills required to design and manage sustainable regulatory systems for infrastructure sectors. During the two weeks, more than 50 sessions include case studies, practical exercises, and panel discussions with leading experts and international faculty. Utility regulators, policy-makers and infrastructure managers are invited to apply. More than 1,800 infrastructure professionals worldwide have attended from the course.
Annual PURC Conference

The annual PURC conference has served as a neutral forum for dialogue about key issues facing utility service providers, policymakers and regulatory agencies. The event brings together leaders in industry and academia. The theme for the 2008 conference is “The Real Climate Change: Planning and Investing Under Uncertainty”.
The Regulatory Assistance Project (RAP) is a non-profit organization, formed in 1992 by experienced utility regulators, that provides research, analysis, and educational assistance to public officials on electric utility regulation within the US and worldwide.
RAP has provided regulators with technical assistance, training, and policy research and development. RAP has worked with public utility regulators and energy officials in 45 states, Washington D.C., Brazil, India, Namibia, China, Egypt, and a number of other countries.
