Functions
Transmission Granting licences and regulating access/tariff for common & contract carrier pipelines.
Distribution Granting licences and regulating access/tariff for city or local gas distribution networks.
Supply
  • Registering entities to:
    • market notified petroleum, petroleum products and natural gas
    • establish & operate LNG terminals
    • establish storage facilities exceeding specified capacity.
  • Ensuring availability, securing equitable distribution, laying down service obligations and technical standards and specifications including safety standards.
Cross-sectoral Protecting the interest of consumers by fostering fair trade and competition amongst the entities.
Monitoring powers
  • prices and transportation rates
  • fair trade and competition issues
  • marketing & retail service obligations
  • technical and safety standards.
Settlement powers Receive complaints and adjudicate upon and decide any dispute or matter arising amongst entities or between an entity and any other person.
Enforcement powers
  • taking corrective action for prevention of restrictive trade practices
  • enforcing marketing and retail service obligations
  • enforcing licence terms and conditions like access code, tariff methodologies
  • ensuring availability and securing equitable distribution
  • enforcing technical and safety standards
  • levying fines and penalties
  • suspension or cancellation of licence
Financing As of now from Government budget. However, it is proposed to make it self-financing through income from grants, fees, penalties and charges.
