Functions
Import/Export Electricity
  • grants permits and licences for private imports and exports of electricity
  • CRE does not supervise the electricity I/E exchange carried out by Comisión Federal de Electricidad (CFE), the state-owned electricity monopoly
Natural Gas
  • although foreign natural gas exchange is an unregulated activity, importers and exporters ought to inform CRE regarding volumes of traded gas
Generation/Production
  • grantes permits to private self-supply generation. CRE has designed several instruments which regulate the relationship between suppliers (CFE and LFC) and private participants
Wholesale/Trading
  • regulates the private supply sale of electricity to public service utilities
  • regulates the acquisition of electricity for public service use by CFE
  • regulates Pemex’s natural gas and LPG First-hand Sales (prices and terms and conditions)
Transmission Electricity
  • approves the criteria to settle contributions fees paid by state governments, municipalities, and beneficiaries of the electricity public service for the construction of specific works, expansions or modifications of existing distribution facilities whenever requested by such parties

  • approves rates as well as commercial terms and conditions of service provision
  • regulates technical operation and safe conditions
  • establishes rules and can act as arbitrage entity for interconnection capacity allocation and congestion management
Distribution Electricity
  • approves the criteria to settle contributions fees paid by state governments, municipalities, and beneficiaries of the electricity public service for the construction of specific works, expansions or modifications of existing distribution facilities whenever requested by such parties
