  • submits opinion to Minister and approves details of interconnection rules
Generation/Production
  • submits opinion on capacity needs, capacity tender rules and outcomes, licenses and license terms
  • develops mechanisms aimed at ensuring capacity adequacy
Balancing
  • submits opinion to the Minister on investment plans, tariff setting, connection costs, balancing and ancillary services
Transmission
  • gives consenting opinion for the determination of terms and conditions for Grid access
  • approves the methodologies for the calculation of the cost for access to the Grid
  • submits opinion to the Minister on investment plans, tariff setting, connection costs and operational rules (i.e. congestion management)
Distribution
  • gives consenting opinion for the determination of the terms and conditions for the access to the Distribution Network
  • approves the methodologies for the calculation of the cost for such service
  • approves DSO investment plans for non-interconnected islands
  • approves licenses, license terms and operational rules

  • submits opinion on prices in the eligible market practised by suppliers with a large market share

Financing
