Liberalization and privatization processes in the energy sector have been accompanied at worldwide level by the creation of new institutions: National Regulators or Regulatory Institutions highly independent from the interest of stakeholders.

National Regulators or Regulatory Institutions worldwide may have different degrees of autonomy from Governments/Ministries

National Regulators or Regulatory Institutions of the energy sector have started cooperating and exchanging information among each other, at continental or regional level, almost every were in the world.

Regional Associations of Regulators or Forum have spontaneously developed on a voluntary basis in Europe, North and South America, Africa and Asia. They have different histories, distinctive governance and organizational structures and their members may have competences on other sectors besides energy (water, heat, telecom, transport,...). They share, however, the common goal to exchange information, discuss best practices in regulation, disseminate professional training and harmonize international regulation when needed.
