Centro de Estudios de la Actividad Regulatoria Energetica, Argentina (CEARE)

The Center of Studies of Energy Regulatory Activities (CEARE) was created as a result of an agreement of the School of Law and the School of Business of Universidad de Buenos Aires and the Federal Regulatory Bodies for Gas (ENARGAS) and Electricity (ENRE). It is aimed at offering training human resources in the area of energy regulation in the Argentine Republic, as well as promoting integration between Regulatory Bodies, regulated companies and Academic Institutions in connection with knowledge transfer, research and enforcement experience gathered by regulatory bodies.

Post-graduate Course of Specialization on Legal and Economic Structure of Energy Regulation 
13 months in total: 6 months basic cycle + 3 months intermediate cycle + 3 months advanced cycle + 1 month final seminar
This programme is addressed to regulators, consultants, companies and university graduates who are willing to expand their legal, economic and technical knowledge of energy regulation through an interactive and practical methodology, combining classroom courses and case studies. It is composed of three cycles (basic, middle, advanced) and a final seminar. Part-time attendance is also possible.

Centro de Estudios Económicos de la Regulación de Servicios Públicos (CEER)
Centro de Estudios Avanzados (CEAV), Universidad Argentina de la Empresa, Ciudad Autónoma de Buenos Aires, Argentina


The CEAV centralises research activities within the Universidad Argentina de la Empresa. The CEER in turn is part of a net of similar research supported by the World Bank and located in France, China and Costa de Marfil. CEER's goal is to promote research, events and education on economic regulation and competition protection.

Curso en Economía de la Regulación de los Servicios Públicos y Defensa de la Competencia
This three-week course in offered (in Spanish) twice a year in Buenos Aires.

Escuela de Graduados
Pontificia Universidad Católica del Perú (PUCP), Lima, Perù


The Escuela de Graduados has been offering post-graduate education and professional training for more than 30 years on many issues, including regulation of energy (as well as other) public utilities.

Maestría en Regulación de los Servicios Públicos
The Master in Regulation of Public Services is offered in Spanish for professionals working in regulatory commissions, public utilities, universities and research centres, consultancies and non-governmental institutions.
