The Center for Energy, Environment, and Economic Systems Analysis (CEEESA) is an organization of Argonne National Laboratory, a U.S. Department of Energy research and development laboratory operated by the University of Chicago. CEEESA specializes in the development of innovative methodologies, systems, and analytical tools that can be used for energy, economic, and environmental systems analysis and facilitate credible decision making. The methodologies and tools it develops include computer-based simulation models of the energy system and databases that can be used to support the application of these models for national, regional, and international applications. CEESA organizes and participates in regular training courses and technical support programs to assist other users in the U.S. and around the world in the application of our software tools.

Introduction to the Energy and Power Evaluation Program (ENPEP-BALANCE)
This is an introductory course to the premier energy systems analysis software in use in over 80 countries Energy and Power Evaluation Program (ENPEP-BALANCE) that is developed by CEEESA with support from the U.S. Department of Energy (USDOE). ENPEP-BALANCE allows users to evaluate the entire energy system (supply and demand side) and evaluate environmental implications of different energy strategies. Anyone with interest in energy systems modeling and with limited to no experience in ENPEP-BALANCE should attend, in particular, strategic planners in energy companies or energy ministries, energy analysts, students or faculty with interest in energy analysis, energy projections, and environmental projections.

Center for Public Utilities (CPU)
New Mexico State University (NMSU), Albuquerque, New Mexico, USA


The CPU is a branch of the College of Business Administration and Economics at NMSU. It provides educational and research services to the energy, water, and telecommunications industries, and regulatory commissions. CPU energy-related activities include dedicated professional training courses and a forum of conferences and graduate degree programs.

The basics
9-14 May 2010
The CPU annually offers these one-week courses on practical skills for the changing electric, natural gas, telecommunications and water industries. The primary audience of the courses is employees with less than one years’ experience in the regulatory arena and anyone wishing to obtain a basic understanding of the principles involved in the overall picture. Commissioners, economists, rate analysts, accountants, attorneys, public information officers, administrative law judges, consultants and consumer advocates will all benefit from the basic skill acquired in this training.

Center for the Study of Energy Markets (CSEM) University of California Energy Institute (UCEI), Berkeley, California, USA

The CSEM promotes research into energy markets, in California and around the world, and advances discussions of energy issues among researchers and policy makers through seminars, training and conferences.

Seminars series
The CSEM offers an informal bi-weekly seminar series where energy researchers present their work in progress. The seminar usually meets on Fridays in Berkeley at UCEI's location.

Institute of Public Utilities (IPU)
Michigan State University (MSU), East Lansing, Michigan, USA


The IPU is an independent, nonprofit educational and research unit of MSU with a focus on regulation of utility network industries - electricity, natural gas, water, and telecommunications. IPU provides the regulatory policy community with interdisciplinary educational or training programs and applied research on the theory, institutions, and practice of modern economic regulation. It offers traditional thaught courses as well customised on-line and on-site training.

Annual Michigan Forum on Economic Regulatory Policy
29 January 2010, East Lansing, MI
The Forum is a one-day conference designed specifically by the Institute of Public Utilities for the Michigan Public Service Commission, the Michigan State Legislature, the Offices of the Governor and Attorney General, consumer advocates, utility industry representatives, and other stakeholders interested in Michigan regulatory policy. The program is developed in collaboration with the Commissioners and staff of the Michigan PSC. The Forum focuses on recent development in national and state utility markets, particularly with implications for the State of Michigan. Forum attendees will hear presentations by knowledgeable and objective sector experts, followed by roundtable discussions that include Michigan stakeholders from various regulatory, consumer, and industry perspectives.

NARUC Utility Rate School: Basics of Ratesetting
1-6 November 2009, Clearwater Beach, FL

The Utility Rate School, organised by the National Association of Regulatory Utility Commissioners (NARUC), offers a practical and comprehensive introduction to public-utility ratemaking. Participants will work in groups on a hypothetical water utility rate case covering every aspect of the process – from establishing revenue requirements, to determining the allowed rate of return, to designing water rates. This proven forum is beneficial for anyone involved in the ratemaking process, as well as related policymaking or management responsibilities for water, energy, or other public utilities. Registration for the Utility Rate School is open to anyone in the public, non-profit, and private sectors.

IPU Annual Regulatory Studies Program “Camp NARUC”
2-13 August 2010, East Lansing, MI
Camp NARUC presentations cover all aspects of the regulatory process, as applied generally and particularly to the electricity, natural gas, water, and telecommunications sectors. Week One focuses on the fundamentals of utilities regulation, whilst Week Two concentrates on dynamic structural and regulatory issues. Concurrent and bonus sessions allow participants to tailor the program to their particular areas of interest and responsibility. Interactive instruction emphasizes applied technical knowledge. Registration is open only to the public and nonprofit sectors.

Regulatory Fundamentals for Utility Personnel and Analysts
September 2010, East Lansing, MI
This one-day “crash course” offers essential and concise orientation training in regulatory theory, process, and ethics. It is open to public and private sector participants and often scheduled in conjunction with other events. This course act as orientation workshop for the IPU Advanced Regulatory Studies Program.

 Advanced Regulatory Studies Program: Accounting, Ratemaking, and Market Analysis
September 2010, East Lansing, MI
The Program is currently offered as a series of specialized half-day and all-day workshops designed to provide public- and private-sector regulatory professionals the opportunity to interact and exchange ideas on advanced technical and policy issues. A synthesizing theme underlying the program is the complex co-existence of markets and regulation, while half-day sessions allow full customization.

Commission Executive Management Forum
September 2010, East Lansing, MI
The two-day Executive Management Forum is developed by IPU in collaboration with the NARUC Staff Subcommittee on Executive Management. The Forum offers to senior public utility commission executives from across the states an opportunity to interact and share valuable insights, critical information, and practical ideas for meeting the many challenges of managing modern economic regulatory agencies. The dialog at the Forum helps identify strategic issues, as well as best practices in commission management.

National Regulatory Research Institute (NRRI)

The Changing Fundamentals of Electricity Law

Public Utility Research Center (PURC)

The international program is an intensive, two-week course designed to enhance the economic, technical, and policy skills required to design and manage sustainable regulatory systems for infrastructure sectors. Regulatory Assistance Project (RAP), Gardiner, Maine & Montpelier, Vermont, USA

The Regulatory Assistance Project (RAP) is a non-profit organization, formed in 1992 by experienced utility regulators, that provides research, analysis, and educational assistance to public officials on electric utility regulation within the US and worldwide. RAP has provided regulators with technical assistance, training, and policy research and development. RAP has worked with public utility regulators and energy officials in 45 states, Washington D.C., Brazil, India, Namibia, China, Egypt, and a number of other countries.

The USEA is the U.S. Member Committee of the World Energy Council (WEC). It is an association of public and private energy-related organizations, corporations, and government agencies.
