Chair of the Virtual Working Group 1 on Security of Supply
Carlo Crea, from 2005, is the Secretary General of the Italian Regulatory Authority for Electricity and Gas (AEEG) where he coordinates the activities the Authority keeps with national and international institutions as well planning and strategic control. He is also responsible for press and events involving the Authority. With reference to the international Institutions, he is the Project Leader of both Twinning Electricity and Gas Projects with Ukraine; he is one of the co-founders of MEDREG (Association of the Mediterranean Regulators for Electricity and Gas) and participates to most forums/meetings requiring the intervention of a representative of the AEEG. He is the Chairman of the VWG Security of Supply (SoS) at ICER (International Confederation of Energy Regulators) and alternate member of the Board of Regulators of ACER, Agency for the Cooperation of Energy Regulators.

Yvonne Fredriksson is Director General of the Energy Market Inspectorate (EI - Sweden), She is member of the board of the Swedish Market Court and of the Swedish Association for Energy Economics (member of International Association for Energy Economics, IAEE). She is also a council member of the Swedish Radiation Safety Authority, and Chair of ICER Virtual Working Group 2 – Climate Change.
Chair of the Virtual Working Group 3 on Competitiveness and Affordability
Ken Quesnelle is the former vice-president and assistant general manager of Woodstock Hydro Services Inc. and past chair of the Electricity Distributors Association. Mr. Quesnelle has over 30 years of experience in the utility business, which includes electricity and water distribution as well as water supply and related environmental protection.
Chair of the Virtual working group 4 on Education, Training and Best Practice
John W. "Jack" Betkoski, III is a former State Legislator. He was appointed Commissioner of the Connecticut Public Utility Control Authority on July 1, 1997, and was elected Vice Chair in May 2007. As Commissioner, he specializes in Water Utility issues. He is the lead Commissioner on the Department's annual Connecticut Energy Efficiency Fund programs.
David Halldearn is the co-ordinator for ICER and is responsible for the facilitation of ICER’s policy development work. As an adviser to the Council of European Energy Regulators (CEER) and the European Regulators Group for Electricity and Gas (ERGEG), David provides policy advice to the Head of CEER and ERGEG on European regulatory issues.
