Electricity Market
Sector structure
Upstream

The sector is partially privatised.

Domestic production exceed the domestic demand and New Brunswick mainly exports to the US.

NB Power is the main source of generation but there are a few IPPs.

NB Power is unbundled into a holding company and subsidiariary companies for generation, transmission and distribution: NB Power Generation (Genco); NB Power Nuclear (Nuclearco) NB Power Transmission (Transco) and NB Power Distribution and Customer Service (Disco).

Bilateral market with New Brunswick System Operator, public and independent.

Networks

The transmission and distribution sector is partially privatised.

NB Power thought its subsidiary Transco provides virtually all transmission with one small private transmitter. Transco shares responsibility for system operation with the New Brunswick System Operator, a provincial government agency established under the electricity Act.

Each transmitter shall provide market participants with open and non-discriminatory access to its transmission system in accordance with the market rules and the transmission tariff.

Transco is a single legal entity as is NB Power Distribution. There are three municipal distribution utilities.

New Brunswick Energy and Utilities Board (The Board) approves transmission and distribution tariffs.

Downstream

All customers receive electricity from either NB Power or one of the three municipal utilities.

End-user prices are regulated by the Board.

Gas Market

Upstream

The sector is fully privatised.

EGNB and Irving are the main importers of gas. Corridor resources is a producer of gas in NB.

The Board does not regulate the import/export of gas.

Networks

The transmission and distribution sectors are fully privatised. There is no storage in NB.

Maritimes and Northeast Pipelines is the transmission company operating in NB and it is federally regulated by the NEB (National Energy Board).

EGNB is the gas distributor in NB.

Distribution is separated from supply activities of natural gas.

The Board may make an order approving or fixing just and reasonable rates and tariffs that a gas distributor may charge for the distribution of gas or for supplier of last resort services.

Downstream

The sector is fully privatised.

There are several companies offering the gas commodity for sale and many companies offering installation and appliance service. These companies are not regulated by the Board.

Current issues ­The government has indicated that the Electricity Act is under review.
