Has the liberalization of network-energy markets served the consumer? Which consumer? In what terms?

The most dramatic regulatory development in the advanced economies has been and remains the liberalization of network energy markets for electricity and gas. To conclude its formal deliberations, the Forum has brought together distinguished panelists under the chairmanship of one of the leading American champions of market liberalization. Expect to get answers to tough questions. Who has benefited from liberalization? How can we know? If it's the consumer, which consumer? Are there gains and can they continue? Is liberalization the correct prescription for most market illness?
