Prominent speakers from three leading international organizations concerned with economic and energy development will summarize their agencies' views on the role of economic regulation in securing appropriate energy supply development and restructuring. The president of the Canadian International Development Agency (CIDA) will introduce the topic, lead the subsequent discussion and draw out expectations about the future.

The role of regulation in permitting energy to contribute to global and sustainable development, and what kind of regulation is appropriate?

The focus is the role of regulation in countries that are in the course of economic development. The objective is to mobilize the views of people who have a broad international experience and perspective on the issue, as investors, lenders, regulators and development specialists. The discussion will complement the morning's plenary sessions, by focusing more on specifics. Does regulation help or hinder development? Are the regulatory needs of former centrally planned economies different from those countries that have always used market approaches? How do panelists see the roles of bilateral and multilateral development agencies? What do foreign investors expect and need by way of regulatory structures and practices in developing countries?
