Plenary 2 Debate |
| |
|
The role of regulation in permitting energy to contribute to
global and sustainable development, and what kind of regulation
is appropriate?
The focus is the role of regulation in countries that are in the
course of economic development. The objective is to mobilize the
views of people who have a broad international experience and perspective
on the issue, as investors, lenders, regulators and development
specialists. The discussion will complement the morning's plenary
sessions, by focusing more on specifics. Does regulation help or
hinder development? Are the regulatory needs of former centrally
planned economies different from those countries that have always
used market approaches? How do panelists see the roles of bilateral
and multilateral development agencies? What do foreign investors
expect and need by way of regulatory structures and practices in
developing countries?
Dr. Antoine Ayoub, Professor of economics, Laval University,
founder of the Research Center in energy and environment, Canada
Mr. Daniel Dumas, Manager of Studies, World Energy Council
